Talk to the hand is an idiom used when somebody is trying to tell you something you're not interested about. Literally it means 'háblale a la mano', but what you really mean when you say it is '¡tú habla, habla, que no te escucho!' or something like that. In order for this idiom to work, when you use it, you have to show the palm of your hand to the speaker.
When you tell someone 'talk to the hand!', you're being rude, of course, but not so rude as when you tell them 'cut the cackle' or 'cut the crap! (¡corta el rollo!, ¡deja ya esa mierda!).
